Full Journal pdf2015-02-04 House Journal Page 0142 HJR 9 The following was read the second time: HOUSE JOINT RESOLUTION NO. 9 Urging the United States Congress to pass legislation to open the coastal plain of the Arctic National Wildlife Refuge to oil and gas development; urging the United States Department of the Interior to recognize the private property rights of owners of land in and adjacent to the Arctic National Wildlife Refuge; relating to oil and gas exploration, development, production, and royalties; and relating to renewable and alternative energy technologies. with the: Journal Page RES RPT 7DP 1NR 137 FN1: ZERO(H.RES) 138 Amendment No. 1 was offered by Representatives Gara, Ortiz, Kito, Josephson, Gruenberg, Kawasaki, and Drummond: 2015-02-04 House Journal Page 0143 Page 3, line 30, following ";": Insert "and WHEREAS for many years we have believed the oil in the 1002 Area of ANWR has a high monetary value; and WHEREAS oil under Senate Bill 21, adopted in 2013, Alaska's production tax produces a roughly 50% lower production tax rate and very low revenue for all oilfields that became production units in 2003 or after; and WHEREAS according to Scott Goldsmith's 2014 study during the SB 21 Repeal campaign, these post-2002, or so-called "GVR" units produce so little revenue for Alaskans that they will provide Alaska with a near zero, or negative net present value even at high prices above $100/bbl (the prices Dr. Goldsmith used in making his estimate in mid-2014); and WHEREAS Alaska is facing major budget problems, and selling our oil for less than it is worth will harm our ability to educate Alaskans, maintain and build infrastructure, provide safe communities and provide affordable energy and safe sanitation for Alaskans; and WHEREAS this provision of SB 21 is inconsistent with the Alaska Constitution's mandate that Alaska's resources be developed for the "maximum benefit" of Alaska's people; and WHEREAS Alaska's production tax, SB 21, applies to oil produced in the 1002 area;" Page 4, line 20: Delete "." Insert "; and be it FURTHER RESOLVED that the special tax break in Senate Bill 21 adopted in 2013 for post-2002 units should be rewritten to ensure that if the ANWR 1002 area is opened for production, Alaskans should receive a fair share for this oil, rather than a near zero or negative net present value." Representative Gara moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Johnson objected, stating Amendment No. 1 was not germane. Representative Gruenberg rose to a point of order. 2015-02-04 House Journal Page 0144 The Speaker ruled Amendment No. 1 out of order. Representative Gruenberg appealed the ruling of the Chair. The question being: "Shall the ruling of the Chair be sustained?" Representative Millett moved and asked unanimous consent that HJR 9 be considered engrossed, advanced to third reading, and placed on final passage. There was objection. HJR 9 will advance to third reading on the February 6, 2015, calendar.
